Whats an elimination period in insurance, particularly how might it work in dental insurance?

I'm taking another jab at this for a good answer, prefer answers from insurance professionals but all answers welcome

An elimination period is like a time-period deductible...your coverage will not be in effect until after the elimination period ends. This prevents someone with no insurance who knows they have a cavity from getting dental insurance right before they have a dentists appointment...in insurnance lingo it prevents "moral hazard" or "adverse selection".
