I am covered under separate dental policies. Will the second pick up billing thats not covered by the first?

I know you can do it with medical insurance but I've been told that dental insurance won't allow you to use separate policies on the same claim.

Likely not, but you'd have to read each policy first, and see what the provision for duplicate coverage is.
