What do I do if my health care provider refuses to obey new health care bill?

My fiance has no dental and is 25 years of age. We are not to be married till next year to put her under mine so until then her parents called their insurance company Aetna to put her and her younger sister (23) back on their plan. Aenta refused and said we will not be following the new bill until they are "forced" to. I don't know what to do now.
