It was a couple of days later that I came to realize that my hygienist hadn't even touched my upper teeth. Well I found another dentist but still am disgruntled and feel cheated. I don't have dental insurance. I still think something needs to be said. What would you do?

Are you sure you are remembering correctly, and two days later? Why did it take you so long to realize? Did you doze off during the cleaning, I have had patients do that, and be forgetful of other things as well......? If it has been more than a couple of days I would forget about it.
